Parking Collection Services Pty Ltd (A.B.N. 53 106 841 865) is a private company that manages pay-via-phone, pay-by-plate, and permit-pass car parking facilities in and around the City of Adelaide which provides a convenient and reasonably priced alternative to park your car.

When using a pay-via-phone, pay-by-plate, or permit-pass car park each customer is required to observe the Terms and Conditions of Use displayed at the entrance to the car park. A Notice of Claim is issued when a customer fails to observe the Terms and Conditions of Use. Most often this is where the customer has not paid the prescribed parking fee or failed to display a valid parking e-ticket or pass.

A Notice of Claim is not a fine, penalty, infringement, or expiation notice and is not issued pursuant to statutory authority. It is a notice of a civil claim for liquidated damages made at common law. The amount claimed is a genuine pre-estimate of the loss resulting from the customer’s breach of the Terms and Conditions of Use, which understandably is not limited solely to the daily parking fee because of the additional enforcement costs that we incur.

  • If you acknowledge that you breached the Terms and Conditions of Use and/or wish to make payment, please refer to the payment options stated on the Notice of Claim. To make payment online, please refer to the Pay Online section of this website.
  • If you believe that you did not breach the Terms and Conditions of Use and wish to contest a Notice of Claim, please refer to the Objecting to a Notice of Claim section of this Website for further details.
  • If you wish to allow the matter to proceed to court, you do not need to do anything. You will be notified when court proceedings are issued.
Should you require advice regarding your position, we encourage you to obtain independent legal advice as required. While we can provide general information, it is neither appropriate nor possible for us to provide you with legal advice.

Perhaps you did not ensure that your e-ticket or permit pass was displayed correctly. To constitute a valid parking session, an e-ticket or permit pass must be displayed in accordance with the Terms and Conditions of Use and any information stated on the e-ticket or provided with the pass such as correct vehicle registration and parking area code for the parking session to be considered valid. The parking system relies on customers purchasing and correctly displaying a valid e-ticket or permit pass and failure to do so is a breach of the Terms and Conditions of Use.

In the unlikely event that you were unable to purchase an e-ticket due to a fault, you should contact customer support which is clearly displayed on the signage in the car park or the general enquiries contact line.
The Terms and Conditions of Use are clearly displayed at the entrance to each pay-via-phone and pass car park. Your failure to view the displayed Terms and Conditions of Use does not invalidate the Notice of Claim.
A Notice of Claim advises you of a civil claim for liquidated damages and is made at common law. The entitlement to claim damages arises from a breach of the agreement between Parking Collection Services Pty Ltd and you when you park in a pay-via-phone, pay-by-plate or permit-pass car park patrolled by us. The right to claim damages is not statutory in nature. Should you be concerned about legal matters relevant to a Notice of Claim, you may wish to obtain independent legal advice.
Sometimes a Notice of Claim is issued to a company vehicle, or while a person other than the registered owner is in control of the vehicle. If unpaid, we may contact the registered owner. The registered owner may (i) arrange for payment, or (ii) nominate the person operating the vehicle when the Notice of Claim was issued. To nominate the person operating the vehicle, please use a statutory declaration form and include the reference number found on the Notice of Claim, as well as the full name and street address of the person in control of the vehicle when the notice was issued.
